The eyes reach a new target on a stiff spring. The head follows on a softer one a beat later, and the gap between them is what reads as attention.
Each eye and brow sits on the surface of a sphere and is drawn flat against it. Turning the sphere slides and foreshortens them, so you see a head that isn't drawn.
The seed sets looks and also spring stiffness, blink rate, how often it glances around and how much it cares about your cursor.
